GCR staff develop grant applications, manage awards and oversee grant-funded projects in the areas of community development and behavioral health including awards funded by the U.S. Department of Housing and Urban Development, the U.S. Environmental Protection Agency, the Montana Department of Commerce, the Montana Department of Natural Resources and Conservation and the Montana Department of Public Health and Human Services.

Behavioral Health

Crisis Diversion Grant

In 2009, the Montana State Legislature, through HB130, allocated funding to Montana counties to develop mental health jail diversion and crisis intervention programs. Missoula County has received funding since the legislation was authorized to support crisis intervention programming for clients with mental illness.

HEART Grant

The Montana State Legislature, through HB701, launched the Healing and Ending Addiction through Recovery and Treatment (HEART) initiative in 2022 to expand behavioral health services available to Montanans and to fill gaps in the continuum of care. Missoula County received funding in FY23, FY24 and FY25 to support behavioral health services at the Missoula County Detention Facility.

 


Community Development

Brownfields Program

The Brownfields Assessment Program is funded by the U.S. Environmental Protection Agency to support the costs of performing environmental site assessments and cleanup and redevelopment planning. Brownfield sites are abandoned or underutilized properties where reuse is complicated by suspected environmental contaminants.

Community Development Block Grant (CDBG)

The CDBG Program, funded by the U.S. Department of Housing and Urban Development supports eligible community development projects. Activities may address needs such as infrastructure, economic development, community facilities, housing development and housing rehabilitation. CDBG funding must benefit low- to moderate-income individuals and communities.   

Housing and Community Development Survey

Missoula County conducts a Housing and Community Development Survey annually to gauge community development needs. The survey is the first step in determining how to prioritize applications for HUD funding to support infrastructure, community facilities, housing or economic development projects.  

Water/Wastewater RSID Loan Program

Income-eligible homeowners residing in Lolo, El Mar, Lewis and Clark and Sunset West RSID boundaries facing an unexpected water or sewer line repair expense can contact their water and wastewater Operations Manager to apply for a loan to cover repair costs.
